It restricts OpenCart from running any SQL query that will count  products in category.  This mod will run only if you disable product count in admin panel(System>settings>{Your STORE}>Option). What is the gain? ---------------------------- Significant boost in speed.  Tested on 20 000 items store. Home page server response time was 18 sec now it is 196ms. on shared hosting.
