Strong Passwords

This is a small modification to force customers to use strong passwords when registering.
Passwords must now be between 8 and 20 characters and contain at least 1 uppercase, 1 lowercase, 1 number and 1 special character (?!$%.\ etc.).

The password settings can be changed by editing vqmod/xml/strong_password.xml (lines 15-20 + 72-77). MAKE SURE YOU MODIFY BOTH SECTIONS!.
If any of these values are set to zero that check will not be performed and the error message will be updated (see images).

Compatible with 'password rating' extension (http://www.opencart.com/index.php?route=extension/extension/info&extension_id=22023)
